My refurbished IPhone 6s came with service and lte without SIM card, it's been hacked.

I'll just start off by saying I've bought a lot of refurbished iPhones off the internet but they've never been like this one. When I received it I was unable to put my SIM card in because it wasn't supported. I then noticed there was already service and LTE data with no SIM card in it, so this freaked me out a bit. I called AT&T and the phone wasn't under contract or blacklisted and that it didn't need any unlocking, when I told them that the phone came with service even though it had been reset, they said it could have a Gevey sim or a cloned phone done through coding, he was even more surprised they were able to do this on the 11.3 apple software, he called it "jailbreaking on steriods". The weirdest part is that even though I bought from a third party seller states away, it had the same area code as my current city. I had already signed into my iCloud on the phone and put my information in before I realized this and now I'm worried? I've been trying to figure this out for hours but I can't find anything online like this. Please if you know anything about what this could be or means for me, if the phone is safe to use or how they did this please let me know. Any info is helpful.
