I need help with converting fat32lb files

It started with me trying to extract APK files, which lead to OBB files, which then lead to fat32lb files. I did the extraction once on a website that did it automatically, I need to convert it to zip or rar file preferably and an hour of research seems to not help, since I don't know how to java code, nor I think I want NTFS format, whatever that is. If someone can tell me how to extract this file, or remind me of that website, it would be appreciated.
