Does any one know efficient ways to communicate digitally when a country's internet is entirely shut down?

I'm looking for genuine ways to establish communication without being online since iranian regime fully cut the internet since 5 days. Would you know of any apps, methods or platforms that could help doing that? Maybe via wifi or bluetooth?
