I'm confused of what OS is and why is it so necessary, I understand it is but don't I have to update it too? and how do I update it?

I'm buying a computer and some say no OS so what difference is this and can i just buy an OS for those? Or is it not that easy? Also for computers with OS how often do I update it and how? Thanks
